Exam Application Information

Each exam assesses a candidate's qualifications for a particular Civil Service title. Scheduled exams have a filing period during which applications will be accepted. Before you apply for an exam you should review the official Notice of Examination (NOE), which describes the duties of the job and provides the qualification requirements, test description, filing period and expected exam date(s). You are responsible for reading the NOE in its entirety before you submit your application.

Applications for an exam are only accepted during the filing period defined in the Notice of Examination. You may file for an exam at home using our Online Application System (OASys) or at one of our Computer-based Testing & Applications Centers (CTACs).

Once you have read the Notice of Examination and determined that you meet the qualification requirements, you must submit an application using the applicable method below:

For a scheduled exam that is open for filing, you may apply online by following the directions on the Online Application System (OASys). If you do not have access to a computer or the Internet, you may complete an application at one of the DCAS Computer-based Testing & Applications Centers. If you intend to complete an education and experience test at a CTAC, bring your resume with you so you can provide accurate information regarding your prior employment, including dates and addresses of employers.

For a walk-in computer-based exam offered at one of the CTACs, you must complete your application at the CTAC on one of the test dates listed on the DCAS website and Monthly Exam Schedule.

of the DCAS website will provide a complete and up-to-date list of the Open Competitive and Promotion Civil Service Exams being offered.

  • The page also contains an alphabetical list of exam titles in the Annual Civil Service Exam Schedule; however, this alphabetic list is not updated after July 1st of each year. To see Notices of Examination for exams currently open for filing, click on the title in DCAS Exam Applications Accepted This Month.
  • When an exam is open for filing, you may click on the title you are interested in to view the Notice of Examination. This site can also be accessed from public computers, such as those available at libraries.
  • You may view prior Notices of Examination for titles that do not have currently scheduled exams using the appropriate archive link:  Open Competitive Exam Notice Archives or Promotion Exam Notice Archives.

DCAS Computer-based Testing & Applications Centers (CTACs) - Visit us at:

The Application Centers within the CTACs are open from 9:00 AM to 5:00 PM, Monday through Saturday. For directions, click either address above.

Online Application System (OASys) – Use OASys to apply online for exams from a computer with an Internet connection and a recommended Internet browser. Visit OASys to review application information, including Frequently Asked Questions (FAQs) relating to exam fees, the application process and fee waivers. OASys accepts payments from credit, debit, or gift cards (with a major credit card logo). For most exams, if you wish to request a fee waiver, you may submit your application information via OASys (see Note below for further details).

Paying the Exam Application Fee

Application fees can be paid online or at a CTAC by credit, debit, bank or gift card (with a major credit card logo) or at a CTAC by money order. Cash is not accepted for fee payment.

Note: If you receive certain forms of public assistance, unemployment insurance benefit payments and other similar benefits you may have the application fee waived by submitting documentation of your fee waiver type (see Exam Fee Waiver FAQs). The fee waiver documentation must be submitted at a CTAC or mailed to DCAS Application Unit, 1 Centre Street, 14th Floor, New York, NY 10007 along with the application receipt generated by OASys. You will be notified through the email account associated with your OASys account when your Fee Waiver is accepted or denied. If you are applying for and taking a test at a CTAC, bring the fee waiver documentation with you to the test.

After Applying for an Exam

Applicants for Paper-and-Pencil Multiple-Choice, Oral, Practical, or Essay Tests are usually mailed an Exam Admission Notice within two to three months from the end of the filing period. This notice provides the date, time and location where you will take the test. Review this information carefully, check that your exam application information is correct and note the test date and time.

Note: If you do not receive your admission notice by four days prior to the exam date, visit the Exam Support Group at 1 Centre Street, 14th floor Room 1448, New York, NY 10007 to obtain a duplicate admission notice.

Applicants for Education and Experience (E&E) Tests will be sent an "acknowledgement receipt" approximately ninety (90) days after the end of the filing period if no test date is posted in the Notice of Examination. If you complete your application online, you must also complete the Education and Experience Test online prior to the end of the filing period.

Some E&E tests are offered online through our Online Education & Experience test system (OLEE) on the Online Application System (OASys). When applying for an OLEE exam, you will complete your E&E exam online and receive a tentative rating immediately upon submitting the online E&E exam. You will also receive email notifications relating to your ratings. Refer to the Notice of Examination to learn if your exam is rated using OLEE.

Note: If you do not receive your acknowledgement receipt, write to the DCAS Exam Support Group at 1 Centre Street, 14th Floor, New York, NY 10007. If you complete an E&E exam using OLEE, you will not receive an acknowledgement receipt, but will receive notifications via email from the OASys system instead.

On the Day of a Scheduled Test
Please report to your exam site at the designated call time and bring your Exam Admission Notice and a number 2 pencil if your exam will not be administered on a computer. You will be given a maximum time limit and will not be permitted to leave the testing area until you are fingerprinted.

On the Day of a Walk-in Computer-Based Test
Appear at the CTAC testing location on one of the test dates listed on the DCAS website and Monthly Application Schedule and arrive at least one half-hour earlier than the scheduled test session you wish to attend. If applicable, bring your resume for completing the application online, a credit, debit, gift (with a major credit card logo) card, a money order for exam fee payment, and/or documentation of fee waiver eligibility.

Change of Personal Information
In order for you to receive communications from DCAS regarding your exam, it is important that you keep your contact address up to date. If you fail to update your address, you may miss an opportunity for appointment from the list. If any of your personal information changes after filing for an exam (ex. Social Security number, name, address, telephone, or email address), you must notify the Exam Support Group in one of the following ways by completing a Data Correction Form:
