The New York City Department of Citywide Administrative Services, by City Charter mandate, manages energy purchases for most City government facilities, and by Mayoral order plays a central role in PlaNYC’s energy reduction activities at City facilities. DCAS’ Division of Energy Management (DEM) handles accounts that serve 80 agencies and more than 4,000 buildings, providing energy services to all Mayoral agencies, the Health and Hospitals Corporation, the City University of New York, and 34 cultural institutions.
DEM develops an annual energy budget for City agencies, in consultation with the NYC Office of Management and Budget; purchases energy; establishes, reviews, and pays utility accounts; reports on energy consumption; and develops and manages energy conservation programs.
