Dorothy Matthew is a longtime staff member of Main Street Legal Services, the in-house legal law school clinic of the City University CUNY School of Law in Flushing, Queens. As one of the first staffers hired for the clinic in 1985, Ms. Matthew was one of the clinic’s first staff members, and has devoted over 25 years of her career to serving the students, faculty and clients of the clinical program, which provides free legal assistance to over 1,000 individuals a year. |

She has devised and expanded innovative programs repeatedly since joining the Department of Parks and Recreation in 1996. |

Joel Rosenthal, a Police Officer since 2008, works as an assistant to the commanding officer of the busy 73rd Precinct in the Brownsville section of Brooklyn, where he trains new recruits and supervisors in the use of computer software. His success in collecting and analyzing incident reports and other data has allowed the precinct to track crime patterns as they develop, quickly share photos of perpetrators, and improve the safety of officers during vehicle stops. |

Thomas Costa, a Department of City Planning employee since 1989, is a Deputy Supervisor for data management. He works to maintain and update the City’s digital base map, which provides critical geographical information about the city’s infrastructure for use by other agencies and the public. Using the base map, agencies can map pinpoint the location of problems identified by residents from 311 calls, from noise complaints to potholes. |

Cambao De Duong has significantly expanded the Department for the Aging’s Foster Grandparent Program by recruiting and training dozens of Asian senior citizens to tutor children in schools, day-care centers and afterschool
programs since coming to the agency in 2008. His success has extended the reach of the program into new communities, providing young people with diverse role models and offering senior citizens an opportunity for public service. |

Mark Gil works as a Criminalist in the Chemistry Unit of the Police Department’s crime laboratory, where he analyzes evidence recovered from suspicious fires. He volunteered to create a database and case management system to track the large volume of materials submitted to the laboratory for testing each year. His work greatly increased the efficiency and productivity of the laboratory by replacing an outdated system of bound log books, and helped the laboratory achieve international accreditation. |

He has built connections with neighborhood communities of caregivers to encourage the sharing of experiences and solutions, and ensured that informational and training materials are provided in multiple languages, including Chinese, Korean, Bengali and Japanese. |

Sherry Lee, a Department of Parks and Recreation employee since 2001, has helped the Citywide Operations unit to provide efficient and convenient services to park users and employees. She leads the development of the agency’s Customer Service Program, including its annual survey of over 40,000 park users, and uses the data to evaluate park operations and suggest improvements. Ms. Lee also helps the agency manage its fleet of 2,400 vehicles, and led the creation of a tracking system to notify employees when vehicles are out of service for repairs. |
