The prohibition on offering gifts or gratuities to City employees does not prevent production companies from making charitable donations to DCAS. Donations to DCAS’s “Historic Preservation of City-Owned Buildings Fund” can be made in recognition of DCAS’s efforts to promote and assist the film industry.
