The Department of Citywide Administrative Services (DCAS) ensures that City agencies have the critical resources and support needed to provide the best possible services to the public.
Specifically, the agency:
supports City agencies’ workforce needs in recruiting, hiring and training City employees;
provides overall facilities management for 54 public buildings;
purchases, sells and leases non-residential real property;
purchases, inspects and distributes supplies and equipment;
establishes, audits and pays utility accounts that serve more than 4,000 buildings;
implements energy conservation programs throughout City facilities.
DCAS is made up of 2,000 diverse and talented employees. They include architects, engineers, carpenters, electricians, plumbers, lawyers, mechanics, procurement specialists, information technology specialists, custodians and managers.
Provides conservation guidelines, billing and payment services to energy management units of City agencies, cultural institutions and other public entities; and
Develops and implements projects to reduce greenhouse gas emissions from City facilities
The Division of Facilities Management and Construction (DFMC)
Manages, operates, and maintains over 50 City-owned buildings, including City Hall, the Manhattan and Brooklyn Municipal Buildings, all Borough Halls and City and State court buildings, with a total space of over 12 million square feet; and
Provides design and construction services for capital projects in DCAS-managed buildings.
The Division of Administration and Security (DAS)
Provides security in many DCAS-managed buildings;
Oversees all human resources functions in the Agency; and
Provides other support services for the Agency, including telecommunications, mail delivery and printing services.
The Division of Real Estate Services (DRES)
Oversees the City’s commercial real estate portfolio;
Leases or purchases privately-owned properties for City agency use;
Leases and licenses City-owned non-residential property for private use; and
Disposes of City-owned real estate through public sales and lease auctions.
The Division of Municipal Supply Services (DMSS)
Purchases and inspects goods in excess of $100,000 for use by City agencies and other governmental entities;
Manages the City's Central Storehouse in Middle Village, Queens stocked with 2,200 different commodities;
Transfers, sells, and disposes of City agencies' surplus materials and equipment; and
Manages the requisition, maintenance and disposal of the City's fleet.
The Division of Fiscal Management & Operations (DFMO)
Provides financial management, strategic planning, and analytical support to the Agency;
Manages the expense and capital budgets for the Agency;
Coordinates with the Internal Audit office to ensure Agency compliance with all applicable laws, rules and regulations;
Administers the Agency's Technology Steering Committee; and
Provides conservation guidelines, billing and payment services to energy management units of - City agencies, cultural institutions and other public entities through the Division of Energy Management.
Other functions of DCAS include:
The Office of Citywide Occupational Safety and Health(COSH)
Oversees the safety and health officers of all Mayoral agencies;
Develops citywide safety and health policies; and
Conducts worksite inspections and training to reduce hazards, accidents and occupational injuries and illnesses.
The Office of Transportation Services (OTS)
Supervises the DCAS fleet and provides special transportation services to City agencies; and
Deploys personnel and vehicles for events, such as conferences and parades.
