Commissioner Mintz, Council Speaker Quinn, Police Commissioner Kelly, and Criminal Justice Coordinator Feinblatt reminded New Yorkers gearing up for Halloween not to buy toy guns that look real ... and to report stores illegally selling them. DCA aggressively enforces the City’s sales ban on fake guns. Since 2002, DCA has removed 7,500 imitation guns from store shelves. Businesses that violate the law face heavy fines and penalties.

DHCR

DCA's Office of Financial Empowerment (OFE) and the Center for New York City Neighborhoods (CNYCN) have been awarded $848,384 by the New York State Division of Housing and Community Renewal (DHCR)
The funding will provide free financial counseling services to communities historically underserved by financial education providers. The grant will support the development of a new pilot program to place DCA's OFE's Financial Empowerment Center counselors within the CNYCN Network of housing counseling agencies. OFE financial counselors will work alongside HUD-certified housing and legal experts to provide comprehensive, wrap-around housing and financial counseling services to New York City homeowners in distress.

Stop & Shop Agrees to Pay $190,000 to City for Illegal Sales Practices
Must Hire Independent Monitor to Inspect Inventory and Review Advertising for One Year
To settle violations for selling illegal fake guns and improperly displaying box cutters and laser pointers, Stop & Shop agreed to pay fines, hire an independent monitor, and conduct its own inspections for three years. Under City law, stores cannot sell fake guns that look real. Also, stores cannot display box cutters and laser pointers where they are accessible to the public. Businesses cannot sell laser pointers to anyone under the age of 18 and cannot sell box cutters to anyone under the age of 21.

City's Financial Empowerment Centers Named Finalist for National Award
New York City is one of 44 finalists for the National League of Cities (NLC) 2010 Awards for Municipal Excellence. NLC selected New York for DCA's Financial Empowerment Centers which provide free one-on-one professional financial counseling to City residents. Winners will be announced at NLC's Congress of Cities & Exposition, to be held November 30 - December 4, 2010 in Denver.

NYC First Account

City Announces Creation of NYC First Account for Young New Yorkers Getting Started with Bank Accounts
More than 2,000 Summer Youth Employment Program (SYEP) Participants Open Account
Created in partnership with banks and credit unions both large and small, the Department of Consumer Affairs' NYC First Account is the City's latest banking product designed to encourage New Yorkers to become safely banked. Offered to the Department of Youth and Community Development's SYEP participants aged 18 to 24, NYC First Account is a safe "checkless" checking account. The account has no minimum balance or monthly fees, and is designed to protect participants from overdraft and other hidden fees, preventing even the marketing of overdraft services to youth.

City Urges Reform of the Community Reinvestment Act (CRA)
Seeks More Targeted Service Test Guidelines to Encourage Banks to Meet the Retail Product and Service Needs of Low- and Moderate-income Communities
In testimony before federal agencies in Washington, DC, Commissioner Mintz recommended strengthening and clarifying the CRA service test and improving CRA ratings to ensure banks offer and actually market safe, affordable retail banking products in underserved communities. The Commissioner also proposed a new product ratings system to help consumers differentiate low-risk products and services from more complex or expensive options.
