Remember the particular contract that Oscar and Veronica were working on together? Oscar may never work on that particular matter for any party, including Veronica’s company, for life. He is banned for life from working on that particular contract or project.
This covers all contracts that Oscar worked on in any capacity beyond the “ministerial level” (making copies, delivering plans, etc). It applies only to specific contracts and projects on which he worked.
Government to Government Exception: If, however, Oscar were to leave City service for another government job, be it state, county, or federal, these post-employment restrictions would not apply. He could appear before his old City agency on behalf of his new government agency immediately, and he could work on matters that he was substantially involved with during his City employment.
