NYC Charter Section 2602(j) requires that the Conflicts of Interest Board periodically recommend to the NYC Council such revisions to Chapter 68 of the Charter, the City's conflicts of interest (ethics) law, as the Board "may consider appropriate or desirable." On August 3, 2009, the Board forwarded to the Council Speaker the recommendations it adopted at its June 30, 2009, meeting. Changes in the training and penalties provisions were adopted by the voters on November 2, 2010. On April 29, 2011, the Board held a public meeting concerning a scaled-back version of the Board’s Proposed Charter Amendments. On October 19, 2011, the Board held an open meeting at which it adopted staff’s proposed amendment to Section 2608 of Chapter 68 of the New York City Charter. On April 18, 2012, the Board held a public meeting at which it proposed amendments Sections 2604(b)(16) and 2604(c)(7) of Chapter 68 of the New York City Charter:
