When opening the EFD application, you will view the "Introduction" page. This page contains general information about the application as well as links to begin the filing, download the Adobe Acrobat Reader, read the COIB Ethics Guide, see the application Help Guide, change your password, or set up delegate accounts.
To complete your filing, you will enter information into a series of forms within the EFD Application. The forms in the application are separated into the following main sections:
COIB: Information about the filer and his/her family. NOTE:The answers to the questions in this section determine which subsequent forms must be completed, so these forms must be filled out correctly.
EO91 Forms: Forms that need to be filled out by those who need to file with the Department of Investigation (DOI), in accord with Executive Order 91.
DOE: Forms that need to be filled out by employees of the Department of Education (DOE).
Finalize: Review, certify, and submit your financial disclosure report
The following section describes how to navigate through the application; enter, save, and clear data; and submit the filing when it is complete. All of the pages function similarly, so these concepts apply to all pages in the application.
Accessing the forms requires Adobe Acrobat Reader. Before you begin your filing, Adobe Acrobat Reader must be installed on your computer.
About Adobe Acrobat Reader You will see a link on the "Introduction" page explaining that Adobe Acrobat Reader is required for this application and directing you to Adobe's download site. Acrobat Reader is a program that allows your computer to view Adobe PDF files, a document format commonly used on the Web. You may already have Reader installed on your machine. If you do not, or are unsure, you need to install it before proceeding with your financial disclosure report.
You do not actually need Reader to fill out the forms, but you will need it to view and print out your receipt after filing, which you will need to give to your agency liaison. Reader is also used to view completed versions of your forms once you have already filed.
Installing Adobe Acrobat Reader When the download is complete, run the program that you've downloaded and follow its directions to install the Reader.
