NYC Criminal Justice Coordinator
Targeting Quality of Life Offenders

Operation Spotlight
Operation Spotlight began in 2002 as a criminal justice initiative focusing on a small group of offenders who commit a large portion of the quality of life offenses in New York City.  Operation Spotlight systematically identifies the highest rate offenders based on their criminal histories.    This information is shared among the courts, prosecutors and the NYPD in order to enable a coordinated response whenever chronic offenders are arrested.  This allows the agencies to track persistent misdemeanant cases and ensure that defendant’s criminal histories are accounted for in sentencing.
