Westat, Inc. and Metis Associates conducted program reviews for direct service programs that were in operation for all or most of 2008. The program reviews are early implementation studies and inform program improvements. Implementation questions addressed by the program reviews include whether the program is being implemented according to its theoretical model, whether the program is serving the intended population, and whether the program is on track to meet its performance targets.

CEO's internal evaluation team also conducted program reviews for two of its small programs.
