Investigator, Entry-Level


The largest civilian oversight agency in the United States, the CCRB receives and investigates each year over 7,500 complaints by civilians of misconduct by New York City police officers. You will investigate and recommend findings concerning allegations of excessive use of force, abuse of authority, discourtesy and offensive language by police officers. Investigating complaints of police misconduct is challenging and rewarding: this is a substantive entry-level position with significant responsibility and latitude for independent action.

JOB DESCRIPTION
Investigators as part of their job duties will:
• Interview witnesses from diverse socio-economic and ethnic backgrounds.
• Interview New York City police officers, who are represented by union attorneys.
• Prepare accurate summaries of interviews.
• Research and obtain documentary evidence for cases, including medical and police reports.
• Research police department regulations and guidelines, and search and seizure and other applicable law.
• Conduct field work to identify additional witnesses and evidence when needed.
• Identify which New York City police department procedures may not have been complied with by an officer.
• Prepare for submission to the Board a thorough and well-reasoned investigative report containing a summary and analysis of all relevant evidence, and recommend appropriate findings.

Our investigative staff comprises more than 140 investigators. New investigators undergo three weeks of orientation training and are assigned to investigative teams managed by senior investigative managers with many years of investigative experience. Investigators become knowledgeable about police department procedures, the legal principles governing search and seizure law, the circumstances under which officers can use force, and the criminal justice system.

QUALIFICATIONS/ESSENTIAL SKILLS
1. A Baccalaureate degree from an accredited college.
2. Strong analytical writing skills; excellent overall communication skills.
3. Critical thinking, with the ability to arrive at logical conclusions.
4. Ability to manage competing priorities and meet deadlines.
5. Ability to manage a large case docket.
6. Ability to conduct objective investigations of police misconduct.
7. Ability to work as a part of a team by following directions and taking instructions.
8. Flexible and adaptable approach to work.
9. NYC residency is required within 90 days of appointment.

SALARY
$35,660 with excellent benefits. Salary automatically increases to $41,008 after two years of employment.
