Board Staff

The Board employs a staff of fourteen, thirteen of whom are full-time employees. BOC’s Director of Information Services position is funded as a part-time position only.

Executive Director - Richard T. Wolf, Esq.
The Executive Director is responsible for overall staff operations, and serves as co-counsel to the Board with the Deputy Executive Director.

Deputy Executive Director - Cathy Potler, Esq.
In addition to serving as co-counsel, the Deputy Executive Director has primary responsibility for monitoring compliance with the Mental Health and Health Care Minimum Standards, and supervisory responsibility for budget, personnel, purchasing and related issues.

Director of Field Operation - Kennith T. Armstead
The Director of Field Operations (“DFO”) supervises the daily activities of the field representatives who walk the jails each day, monitoring compliance with the original Minimum Standards and assisting facility staff to resolve small problems before they escalate into major ones. The DFO frequently inspects DOC facilities to augment the Board’s presence. All three managers participate in targeted inspections, as needed, to assist the field representatives in addressing and resolving particularly intractable problems.

Field representatives
The Board’s six field representatives serve as BOC’s “eyes and ears” in the City’s jails. They conduct site visits at all facilities operated by the Department of Correction. Field representatives handle prisoner and staff complaints, investigate suicides, homicides and other violent and unusual incidents, and help to smooth the delivery of basic services and to calm tensions in the facilities. Their interventions result in fewer assaults by prisoners on staff, and fewer prisoner-on-prisoner fights.
