The Youth, Education and Cultural Affairs Committee is responsible for matters relating to young people and the improvement and expansion of educational and cultural programs.  The committee is also the community board's liaison with relevant institutions within the district, including libraries, and the City agencies associated with youth, education and cultural affairs.

Except for holidays (notably Thanksgiving and Christmas) and other conflicts, the committee meets at 6:00 pm on the first Tuesday of the month, September-June, in the Jonas Board Room, Metcalfe Hall, Long Island University, Flatbush and DeKalb avenues.

Construction has begun on the Brooklyn Navy Yard Center at Building 92, BNYC92. The renovated former Marine Commandant's Residence and newly constructed annex will be an exhibition and visitors center. A job-training center and café will also be located in the building. The 34,000 square-foot facility will celebrate the Navy Yard's past, present and future and provide community meeting space and office facilities. Building 92 is located on Flushing Avenue near Carlton Avenue. The center is scheduled to open in late-2011.
