Mayor's Office of Adult Education and Workforce Investment Board were Consolidated to form the NYC Office of Human Capital Development
In 2012, Mayor Michael R. Bloomberg created the NYC Office of Human Capital Development (OHCD),a new entity housed in the Office of the Mayor, to oversee, support, and strengthen the City's range of workforce development, skills training, and adult education activities. The former Mayor’s Office of Adult Education (MOAE) and the NYC Workforce Investment Board (WIB) and were consolidated and placed under the umbrella of OHCD, and the vision and goals are broader than both combined. OHCD strives to help businesses meet their labor needs and help NYC jobseekers find stable jobs with advancement potential.

YouCanToo! provides adult learners with the tools and support they need to take the first steps towards their educational and career goals – whether it’s learning English, obtaining a GED, transitioning to college or exploring a new career. It provides motivational videos, comprehensive resources, and a place where learners can hear from others who have succeeded along the way. To help ensure that as many New Yorkers as possible are able to take advantage of this online resource, the City Council and the Mayor's Office of Adult Education are inviting teachers, program managers, and community advocates across the five boroughs to get involved in this exciting initiative.

Launch of Know Before You Enroll campaign
This new campaign will educate New Yorkers about selecting a school or training program, advise them to be careful of taking on a large amount of school debt and encourage anyone who has had a negative experience to file a complaint. The campaign, which features testimonials of real New Yorkers, will appear on bus shelters, phone kiosks, and subway cars, and will be featured in major daily and community newspapers. To help prospective students avoid taking on major school debt, NYC Service is launching a new initiative to identify volunteer financial and legal experts who can review enrollment contracts and loan applications with New Yorkers before they sign on the dotted line. The City also offers free help with debt and budgeting at the City’s Financial Empowerment Centers.

New York City releases Performance Dashboard to Detail City's Workforce Development Programs
The City of New York Workforce Development Quarterly Report provides timely data on the performance of the City's public workforce system. By reporting on a common set of performance indicators, the report reflects the diverse work of each agency, while also providing an overview of the city's workforce system as a whole. The Workforce Development Quarterly Report is an initiative of the NYC Workforce Cabinet, led by Deputy Mayors Linda Gibbs and Robert Steel, and Chancellor Dennis Walcott, and it stemmed from a workgroup co-chaired by the NYC Workforce Investment Board and the Human Resources Administration.

Mayor Bloomberg Launches Nation's Most Comprehensive Effort to Tackle Disparities Between Young Black and Latino Males and Their Peers
Mayor Bloomberg announced the launch of the Young Men's Initiative, the nation's boldest and most comprehensive effort to tackle the broad disparities slowing the advancement of black and Latino young men. This cross-agency enterprise is the culmination of 18 months of work begun when the Mayor committed in his 2010 State of the City address to find new ways to tackle the crisis.

"One System for One City," the first annual report on New York City’s menu of workforce development services, offers a comprehensive picture of publicly funded and administered employment, training and workforce education programs in New York City, including demographic information on customers served as well as a complete program inventory.
