Hundreds of foster and adoptive parents and their families gathered at Gracie
Mansion on November 23rd as guests of Mayor Michael Bloomberg and Commissioner
Mattingly. The stately halls and richly appointed setting was a fitting
backdrop for the large, enthusiastic crowd which also included officials from
many foster care agencies. Welcoming everyone, the Mayor noted that the
mansion belongs to all of New York City, and urged attendees to "feel at
home." He also thanked the foster and adoptive parents for playing an
important role in shaping the future of the city. "During a week when we
give thanks for the good things in our city, and for all those who do something
extra in giving back to the community… we especially want to say how thankful we
are to all of you for opening up your homes and hearts to children who need
you."

The Mayor praised Commissioner John Mattingly and
the staff of ACS for their achievements in caring for children and supporting
families, noting that commitment to foster and adoptive parents "runs deep and
starts at the top," specifically citing Deputy Mayor Dennis Walcott, who adopted
two children from foster care.

Also present at the reception were: Deputy Mayor for Health
and Human Services, Linda Gibbs; ACS Deputy Commissioner Lorraine Stephens,
responsible for foster care and adoption; Susan Magazine, Executive Director of
New Yorkers For Children; Administrative Judge for the Family Court of the City
of New York, Edwina Richardson-Mendelson, and Family Court judges Ron Richter
and Jeanette Ruiz (both of whom are former Deputy Commissioners at ACS).
