
Phases I and IA of Improved Outcomes for Children includes 23 agencies who applied and were selected to participate. Selection decisions were based on strength of proposals and performance measures. For Foster Care, consideration was also given to geography and size of the foster boarding home program to ensure enough diversity to maximize learning about Improved Outcomes for Children in Phase I.
