New Rules Proposed for Local Law 97

This week, the Department released proposed rules for the implementation of Local Law 97, which provide additional clarity to property owners and industry professionals on how to comply with upcoming carbon emission limits. The publication of these rules is another critical step towards the robust implementation of this building emissions law ahead of the first compliance period starting for 2024.

Included in the proposed rules are a formula for determining a building’s annual greenhouse gas emissions limits; the method for calculating a building’s energy use; and the method for factoring time of use into calculations, which encourages responsible energy consumption.

The Department will be holding a public online hearing on the proposed rules on November 14, 2022.

Buildings After Hours

Every Tuesday evening, from 4:00pm to 7:00pm, DOB's five borough offices are open late, providing one-on-one consultations for homeowners, small business owners, tenants and building managers.

This free weekly customer service event runs throughout the year, and is a great opportunity for New Yorkers to meet directly with DOB experts in-person to get answers to their questions about city construction regulations, receive guidance on resolving DOB-issued violations, or get started on the right foot with advice for their next renovation project.

So bring your questions, and stop on by at your local borough office for Buildings After Hours. No appointment necessary.

Reminder Monday October 10th is a City holiday and DOB offices are closed but we will be back on Tuesday October 11th.
