Local Law 196 of 2017 Site Safety Training Deadline Reminder

Local Law 196 of 2017 mandates that workers at job sites which require a Construction Superintendent, Site Safety Coordinator or Site Safety Manager must have 40 hours of Site Safety Training by March 1, 2021. Read our Service Notice.

Proof of Completed Training

Starting March 1, 2021, construction and demolition workers at the above sites must have a Site Safety Training (SST) Card issued by a DOB-approved course provider as proof of completed training. Recognizing there may be delays between completion of training and the issuance of the actual SST Card, DOB will accept the following proofs of training:

  • A printout of the front of the SST Card, issued by a DOB-approved course provider (valid if a worker is trained for a period of sixty days from issuance).

  • Digital SST Cards connected to an interactive and secure application.

New to the Construction and Demolition Workforce?

  • New construction and demolition workers can begin working at SST sites after obtaining a Temporary SST Card from a DOB-approved course provider.

  • A Temporary SST Card can also be obtained by completing an OSHA 10-Hour course and is valid for six months from the date of issuance while the worker obtains the remaining 30 hours of training.

REMINDER: DOB NOW: Build Expansion Launches on March 1st for New Buildings and Occupancy


The next major expansion of DOB NOW: Build, for New Buildings and Occupancy, takes place on March 1, 2021. Please read the full Service Notice. DOB is offering free online training to explain the new processes and demonstrate how to use DOB NOW: Build. Design Professionals, Filing Representatives, General Contractors, and other Licensees who have a role in the below applications can register for training on the DOB NOW Training Page. For inquiries regarding DOB NOW, please use the DOB NOW Help Form at www.nyc.gov/dobnowhelp.

The upcoming DOB NOW: Build expansion will include:

  • Certificate of Occupancy
    Beginning March 1, 2021, all Occupancy requests for BIS and DOB NOW jobs, must be submitted in DOB NOW. Form PW7 will no longer be accepted. (PW7s received by February 26, 2021 will be processed.)

  • Job Types
    Starting on March 1, 2021, the following job types must be submitted in DOB NOW:
    • New Buildings (NB)
    • Alteration-CO (formerly Alt-1)* – alterations that impact Certificate of Occupancy

  • Temporary BIN (TBIN) Requests
    Also effective March 1, 2021, requests for a Temporary Building Identification Number (TBIN) must be submitted through DOB NOW. The BIS Unit will no longer be accepting these requests by email, fax, nor mail.
