Higher Education Complaint

The City accepts complaints about colleges, universities, vocational, training, and English as a Second Language (ESL) schools, located within New York City. The Department of Consumer Affairs will forward your complaint to the Mayor's Office of Adult Education who will:

  • Report complaint information to relevant State and City agencies
  • Include selected complaint information in the New York City Training Guide, an online directory for jobseekers to find training opportunities

The New York State Department of Education accepts complaints about colleges, universities, vocational, training, and English as a Second Language (ESL) schools located outside of New York City. Only complaints for schools located in New York State will be accepted.
