Housing Quality Standards (HQS) Inspection

You can request a Housing Quality Standards inspection from the City's Department of Housing Preservation and Development (HPD) if you are a participant in the Department of Housing Preservation and Development (HPD) Section 8 program. This inspection is required to confirm that a HPD Section 8 -subsidized apartment is decent, safe, sanitary, and meets minimum physical standards set by the U.S. Department of Housing and Urban Development (HUD).

Inspections are done before entering into a Housing Assistance Payment (HAP) contract with the owner. Inspections happen at least once a year after admission into the Section 8 Program. Landlords and tenants are allowed to self-certify the completion of housing inspections using the Certification of Corrected Repairs (CCR) form sent by HPD. If a unit is subsidized by the New York City Housing Authority (NYCHA), the inspection request must be made directly to NYCHA.
