Through the Locally Based Enterprises Program (LBE), the City helps businesses access subcontracting opportunities with general contractors who hold prime City contracts. Designers, architects, and planners are excluded from the program. To qualify for certification, the business must have earned average annual gross receipts of less than $2 million for the last three years. Other eligibility criteria apply. There is no fee to apply.
